Charter schools are independently run public schools that operate under a charter and have typically been provided greater regulatory flexibility to meet children's needs. But this flexibility also brings an accountability model that can burden and strain the authorizing agency or district.
Before a charter school opens, an authorizing body must review and approve it; these authorizing bodies are usually school districts. The authorizer is responsible for ongoing monitoring and academic performance, financial stability, governance, and legal compliance to ensure the school fulfills its commitments.
While districts are held responsible for the actions and missteps of their authorized charters, many districts rarely have the time, staff, and resources to fully and skillfully supervise their authorized charters or to thoroughly review charter petitions.
